Responsibilities
- Reviews prime contract and subcontract details for specifications and requirements.
- Ensures that quality activities align with project scope as per the contract terms and conditions.
- Performs visual examination, and witnesses, monitors, and documents as per project quality and inspection testing plans (ITPs).
- Acts as a liaison with craft/staff personnel and quality manager to provide technical assistance and guidance as needed.
- Identifies and discerns root causes associated with nonconformances and reports to project team and quality manager.
- Verifies trade partners compliance to their quality program and contract documents.
- Implements the project quality plan, inspection testing plans (ITPs), and project specifications, and reports compliance to the project team.
- Implements and maintains the procedures in PCL’s ASME Quality Control Manual and manages ASME Code work.
- Actively participates in the planning and coordination of quality assurance/quality coordinator (QA/QC) activities with construction activities.
- Performs audits to ensure adherence to project quality plan/manual and contract document requirements. Reports noncompliance items and manages remediation.
- Stays current with industry practices and technologies and seeks new and innovative construction methods and processes.
- Collaborates with field management to ensure the protection of finished work.
- Reviews and approves trade quality plans prior to work commencing
- Collaborates with field management to ensure first installation reviews are completed, documented, and communicated.
Qualifications
- Tradesperson or bachelor’s degree in engineering, construction management, or a related discipline.
- Regulatory and compliance certifications are required based on the field of discipline (e.g., Electrical SCO, Canadian Welding Bureau (CWB) level II or III certification, Certified Welding Inspector (CWI) Level 1, API (American Petroleum Institute) 510/570/653 inspector).
- Proven knowledge of the construction industry and understanding of specifications, drawings, methods, and procedures.
- Strong construction inspection skills on a broad range of scopes of work.
- Basic knowledge of various engineering systems, principles, and practices.
- Basic understanding of and ability to interpret construction industry codes.
- Ability to monitor project progress to ensure timely inspections.
- Basic ability to identify quality risks associated with the project.
- Basic ability to interpret plans and specifications, visualizing two-dimensional drawings in three dimensions.
- Experience with internal project quality assessments.
- Basic planning, organization, and time-management skills with the ability to multitask, prioritize own work, and delegate.
- Basic ability to develop and maintain effective customer-focused relationships with all stakeholders.
- Basic conflict resolution and difficult conversation skills, with the ability to manage and effectively resolve conflict with trade contractors/supervisors.
- Strong computer skills with strong working knowledge of Microsoft Office Suite and other software as required.
