Responsibilities

  • Ensures compliance with implementation of project or facility HSE plans (PSP, ERP, EPP, Security) and regulatory requirements.
  • Identifies, evaluates, develops, and delivers project or facility specific HSE training and orientations.
  • Directly oversees the creation and implementation of trend action plans in consultation with the project team.
  • Implements district HSE communication strategy on projects or facilities.
  • Anticipates, recognizes, evaluates, and advises on suite of PCL hazard identification for project sites and/or permanent facilities.
  • Develops HSE inspection schedule and oversees compliance.
  • Completion of the I-CAB assessment report and development plan. Assist HSE team members with I-CAB assessments and development plans when necessary (CDN).
  • Evaluates the quality and success of HSE inspections and provides recommendations for improvement when necessary.
  • Works with project teams to provide recommendations regarding corrective actions for systemic issues.
  • Provides corrective action revision recommendations to project/facility management and HSE management.
  • Identifies any specialized personal protective equipment (PPE) requirements and provides any required training.
  • Coordinates with stakeholders and vendors to find cost-effective solutions for required PPE.
  • Evaluates success of project emergency response plan and provides recommendations for improvement to project/facility management and HSE management.
  • Supports the execution of crisis communication plan for projects.

Qualifications

  • Bachelor’s degree, diploma, or certificate in Occupational Health and Safety (OH&S) or a related discipline. Canadian Registered Safety Professional (CRSP) certification preferred (CDN).
  • Construction Health and Safety Technician (CHST) or Associate Safety Professional (ASP) certificate preferred (US).
  • Strong knowledge of construction, industrial processes, and terminology.
  • Proven ability to provide coaching and mentoring to others.
  • Strong knowledge of applicable OH&S, environmental, and workers’ compensation legislation in multiple legislative jurisdictions.
  • Strong knowledge of HSE processes and implementation; evaluates and makes recommendations for improvement where necessary.
  • Strong planning, organization, and time management skills to establish the priority and scheduling of work tasks.
  • Influences and drives accountability to HSE responsibilities of all roles.
  • Strong conflict resolution skills, with the ability to handle and resolve conflict with trade partners/supervisors and PCL own forces. Influences others towards resolution by negotiating in high-pressure situations.
  • Strong communication and presentation skills with the ability to develop and deliver presentations on HSE awareness/topics.
  • Advanced ability to establish, influence, and maintain effective stakeholder relationships.
  • Strong knowledge of incident investigation or event learning models.
  • Proficiency with Microsoft Office Suite and other applicable systems.
  • Supervisor responsibility is contingent on the project.
