PCL Industrial Services’ Arizona Industrial District is seeking an experienced Project Controls Manager to provide overall leadership for the cost, schedule, and change-management performance of our active portfolio of large, complex industrial projects — including mission critical / data center facilities, semiconductor and advanced manufacturing, mining and mineral processing, power/utility infrastructure, and water/wastewater treatment. This individual will serve as a senior project controls leader within the district: owning project and district-level cost/schedule reporting, mentoring project engineers and industrial project coordinators who carry project controls responsibilities on smaller projects, and driving consistency of project controls processes and systems across Arizona Industrial.

Responsibilities
- Provide overall leadership for the costing and scheduling of one very large project or several concurrent industrial projects; monitor performance and make recommendations regarding budget and schedule and actively participate in project leadership discussions to help set project strategy.
- Create the control estimate/budget and maintain it for the life of the project; assist in leading the project scope and change management process, ensuring timely completion and issuance of estimates and impact analyses to stakeholders; oversee cost coding, forecast consolidation, and CRX/change-order processing in PM4+
- Lead development and maintenance of the resource-loaded schedule, critical-path analysis, and resolution of scheduling delays, impacts, and variances to baseline; ensure progress systems are accurately maintained and aligned with cost and schedule reporting.
- Own timely issuance of all project reporting (cost, schedule, progress) and use that data to help refine overall project strategy; support district- and sector-wide reporting alignment initiatives (e.g., automated sector reporting, HSE/Quality/Workforce/Materials/Scheduling roll-ups) and Power BI cost-forecasting dashboards.
- Supervise, coach, and mentor a multi-disciplinary project controls team (scheduling, estimating, cost control, subcontracts, document control) as well as project engineers and IPCs performing controls functions; support onboarding, training, and succession planning for project controls talent across the district.
- Serve as the district subject-matter expert for project controls systems and ensure consistency and adherence to site and district projectcontrols policies, procedures, and standards; recommend updates to district controls processes and support system-training gaps identified by project teams.
- Apply thorough understanding of contract language to identify and mitigate risk and to identify and capture opportunities; support subcontract packaging development and assist in preparation of contractual claims and impact analyses.
- Establish and maintain effective relationships with owners, EPC partners, consultants, and internal stakeholders; present cost, schedule, and forecast information at client and internal leadership meetings, and represent project controls in pursuit and preconstruction support as needed.
Qualifications
- Post-secondary diploma or degree in construction management, engineering, or a related discipline preferred; construction trade certification with equivalent experience also considered. Relevant designation (e.g., PMP, CCP, PSP, or EVP) preferred, required at the senior level.
- 8+ years of progressive project controls experience in industrial construction or a related field for Project Controls Manager; 12+ years, including 6+ years in a supervisory role, for Senior Project Controls Manager. Prior experience on projects valued $100M+ (PCM) or $500M+ mega-projects (Senior PCM) strongly preferred.
- Experience working for a direct-hire contractor is essential; direct exposure to mission critical/data center, semiconductor, mining, or heavy industrial work is highly valued.
- Complete understanding of all project controls functions, including scheduling and planning, cost control and forecasting, progressing, change management, and document control.
- Advanced proficiency with Primavera P6, Microsoft Project, Power BI, and Microsoft Office Suite; working knowledge of PCL systems (PM4+, EnScope) or the ability to learn in-house applications quickly.
- Thorough understanding of contract language, insurance, bonding, and legal requirements, with the ability to identify and mitigate risk and capture opportunities on complex construction projects.
- Superior relationship-management skills with the ability to establish and maintain effective relationships with key stakeholders and decision makers, and strong written/verbal communication and presentation skills for client and leadership meetings.
- Demonstrated experience supervising, mentoring, and developing project controls staff, project engineers, and industrial project coordinators across single or multiple project sites.
- Advanced organizational skills, strong analytical and problem-solving abilities, and the ability to multitask and prioritize conflicting deadlines in a fast-paced industrial construction environment.
- Willingness to travel to and/or relocate near active project sites across PCL Industrial’s Arizona and broader western and central U.S. footprint.
