We’re excited to explore what’s next for you and how we can support you in building a career you’re proud of. We are currently seeking two (2) Human Resources (HR) Managers to join our US Head Office team located in Denver, CO.
These roles will provide program leadership in key Human Resources and Professional Development (HRPD) focus areas, as outlined below, as well as support HR teams across our US Buildings and Civil operations:
- One HR Manager role will take the lead in designing, implementing, and supporting HR strategies and programs centered on Diversity, Equity, and Inclusion (DEI), and will include other areas of focus, such as HR compliance, and strategies for the hourly workforce.
- The other HR Manager role will take the lead in oversight, and support for a wide variety of HR programs, including HR systems, Total Rewards, Performance and Career Management, Succession Planning, College Recruiting, and Professional Development.

Responsibilities
- Develops and oversees assigned Human Resources and Professional Development (HRPD) programs for the US Buildings and Civil sector, ensuring alignment with PCL’s strategy in all areas of the business.
- Leads communication and change management plans for implementing assigned HRPD programs, policies, and processes at the sector level, ensuring district practices comply with corporate policy and applicable legislation.
- Builds relationships with key stakeholders across the business in a highly matrixed environment, setting goals and implementation plans to deliver high-quality results within expected timeframes.
- Provides guidance to HRPD teams surrounding execution and implementation of HRPD programs and processes.
- Serves as a liaison between district HRPD teams and Head Office, advocating for US Buildings and Civil interests to ensure proper representation.
- Contributes to processes and best practices to maintain consistency across PCL operations.
- Supports and leads investigations, including risk assessment, communication, and implementation of recommended outcomes, consulting with key stakeholders and complying with reporting requirements.
- Stays informed of emerging trends and innovative practices, leveraging them to enhance talent management strategies and improve program outcomes.
- Analyzes and identifies trends, recommending solutions to address challenges and drive improvement.
- Demonstrates high levels of technical and professional knowledge, quickly adapting to new information and practices.
Qualifications
- Recognized as a trusted advisor with exceptional relationship management skills, capable of establishing and maintaining effective partnerships with key stakeholders and decision-makers.
- Bachelor’s degree in human resources or a related discipline.
- 8+ years of progressive human resources experience, preferably with supervisory responsibility for HR professionals.
- 5+ years of program management experience in DE&I within a matrixed organization, demonstrating knowledge of DE&I and change management principles.
- Strong business acumen with a solid understanding of industry practices and emerging trends.
- Proficient in applying advanced HR knowledge to establish best practices and procedures.
- Expertise in relevant employment legislation and demonstrated experience in conducting employment investigations.
- Proven ability to lead teams through significant change management initiatives.
- Advanced proficiency in Microsoft Office Suite and HR systems

PCL combines numerous pay and benefit strategies to provide a comprehensive and competitive total rewards package. Any salary range displayed by a job board is an estimate. Your salary, which considers your unique qualifications and experience, is just one component of the robust total rewards you'll enjoy at PCL. This may include an employee share purchase offering, discretionary annual performance bonus, comprehensive benefits and wellness programs, retirement plan plus matching, and career development programs.
The salary range for this position is between $125,000 and $140,000 per annum, based on experience and qualifications.
