As a Lead Project Manager, Special Projects for our Atlantic Canada District you would be driving force behind the pursuit and securement of new and existing work that best suit a special projects delivery. Reporting directly to our District Manager, and part of our senior leadership team, you will be responsible for maintaining excellent stakeholder relationships, sourcing new clients, and generating new leads in the market to enhance business opportunities. You will oversee all department personnel and be accountable for key areas of project delivery (safety, budget, quality, schedule) and profitability performance. In supporting the Atlantic Canada region, occasional travel will be required to support the expansion of PCL within the Maritimes.

Responsibilities

  • Develops a vision and strategy for the Special Projects department in alignment with district and company strategic plans and priorities – including win strategy for Special Projects.
  • Leads to secure new work by participating as part of core pursuit/preconstruction team to contribute to estimate, proposal, and/or presentation for Special Projects.
  • Oversees and actively participates in preparation of the bid proposal and strategic relationship with trade contractors and suppliers for competitive pricing for Special Projects.
  • Oversees and monitors project performance status reports for schedule, costs, equipment, workforce planning, materials, safety and environment, cost forecast, and quality control, and shares best practices/lessons learned. 
  • Responsible for direct supervision of entire Special Projects department. Based on size of Special Projects department, leads a team of 10+ direct and indirect reports, which may include a combination of students/interns, field engineers/coordinators, project engineers/coordinators, project superintendents, estimators, and/or project managers.
  • This includes mentoring and coaching, career management and performance management responsibilities, performance-potential rating recommendations, and influencing salary and bonus reviews.
  • Monitors production and reviews work of assigned resources to ensure that project time, cost, and quality objectives are met for Special Projects division.
  • Oversees, reviews, or performs weekly or monthly detailed project cost review: Labor Cost Reports (LCR), Project Cost and Forecast (PCF) reports.
  • Identifies risk areas and develops and implements mitigation plans.
  • Manages risk of design quality, design schedule, and design compliance to contract obligations for relevant projects within Special Projects.
  • Monitors client project-specific success criteria (CPSSC); specifically understands owner’s business, requirements, and revenue generation, and provides solutions.
  • Oversees and negotiates claims/disputes with owner and trade contractors.
  • Identifies, organizes, and manages resources for all construction stages.
  • Supervises, directs, coaches, trains, and mentors project team, including direct and indirect reports to this position and project coordinators and managers on the same or multiple sites.
  • Influences the selection, onboarding, and placing of staff to assigned projects, and assists operations management and HRPD with recruiting as required.
  • Ensures all owner, client, and project policies, procedures, and standards are followed.
  • Ensures that the project team actively monitors the progress of the design, including compliance issues, quality, general coordination, constructability, and timing of deliverables, and escalates as required.

Qualifications

    

  • Postsecondary education or training in engineering, construction management, or a related discipline.
  • 10+ years of progressive construction experience with multiple contract delivery types as a leader and mentor preferred. 
  • In-depth knowledge of construction industry and company operations, including building materials, construction specifications, methods and procedures, safety and quality management practices for multiple projects.
  • Experience with diverse project types, delivery and construction methods, and sequencing and timelines.
  • Strong knowledge of and ability to apply project construction laws and building codes and to leverage such knowledge.
  • Understanding of and experience with collective agreements and jurisdiction assignment for multi-trade sites.
  • Excellent verbal, written, presentation, and communication skills.
  • Demonstrated flexibility and ability to work effectively in a fast-paced environment.
  • Ability to monitor and forecast project resources and staffing. Experience working with operations management to assemble correct project team and do external recruiting where required.
  • Superior planning, organizational, and time management skills with the ability to multi-task and prioritize team tasks for prompt execution on multiple projects.
  • Demonstrated experience leading effective project meetings with customer, consultants, and internal employees; experience presenting at client meetings or for project pursuit.
  • Ability to generate, review, and administer complex subcontracts and purchase orders, ensuring that all risks are mitigated, and opportunities are identified.
  • Thorough understanding of insurance, bonding, and legal requirements.
  • Demonstrated knowledge and experience with accounting principles and processes, including the ability to assist with district planning and lead monthly operational reporting meetings for Special Projects. 
  • Superior relationship management with the ability to establish and maintain effective relationships with key stakeholders and decision makers, leading to negotiated or repeat work to meet or exceed the SP Plan. Ability to pursue, build, and maintain relationships in the industry and community, sourcing new clients and new markets to generate and enhance business and work     Ability to travel within the Atlantic Canada region as required.
