As a Security Manager for PCL's Defence Construction Group (DCG), you’ll have the opportunity to lead security considerations and planning, and support delivery, for pan-Canadian defence-related pursuits and projects. Working closely with Canadian Buildings district teams, this role provides expert guidance, support, and assistance in establishing and sustaining district and project security clearances and certifications, developing project security implementation plans, and supporting the selection of PCL security professionals for defence projects. The role also contributes strategic advice on defence and government security matters, helping ensure PCL remains a trusted construction industry leader in security planning and execution. Familiarity with National Defence, Canadian Armed Forces, and Government of Canada Contract Security Program security policies and requirements, protocols, and procedures will enhance the business priorities and continued growth of PCL's Defence Construction Group.
The position is based in Ottawa, Ontario, with regular travel throughout Canada to support defence-related pursuits, projects, district teams, and security programs.

Here's how a Security Manager for PCL's Defence Construction Group (DCG), based in Ottawa, contributes to our team:
Responsibilities
- Leads the development and execution of security strategies for defence-related mega pursuits (generally greater than $1 billion) and design/construction projects across Canada.
- Applies and oversees compliance with the Government of Canada Contract Security Program (CSP), including the Contract Security Manual (CSM), Security Requirements Checklists (SRCLs), and federal security directives across pursuits, active projects, and district operations.
- Leads personnel security clearance programs, access controls, security sponsorship, and liaison activities with government agencies to support authorized access to project sites, information, and assets.
- Implements and oversees physical security measures and site access control programs to safeguard personnel, assets, and information on active construction projects.
- Identifies security risks, conducts investigations, and responds to incidents to maintain safe, secure, and compliant project environments.
- Develops, implements, and evaluates security programs, policies, procedures, and project-specific security plans aligned with contractual and regulatory requirements.
- Oversees security systems, technologies, subcontractors, guard forces, and suppliers to support effective and compliant security service delivery.
- Partners with Canadian Buildings districts to support the growth, sustainment, and compliance of district and project security programs across defence-related pursuits and projects.
- Travels to project sites and district offices across Canada to conduct inspections, audits, and reviews that support adherence to corporate and client security requirements.
- Leads defence-related security process improvements, including the adoption of technologies, methods, innovations, and operating procedures, while supporting win-strategy development and other specialized aspects of security planning and development.
- Develops and mentors security professionals across PCL districts and defence projects while supporting the continued growth of security capability within the organization.
- Collaborates with the DCG CPCSC Coordinator to support auditing activities and compliance with current and emerging cyber security requirements necessary for defence-related construction projects.
- Develops and mentors security professionals across PCL districts and defence projects while supervising the Defence Construction Group Security Coordinator.
- Tracks, analyzes, and reports on proposal metrics, shares best practices and lessons learned, and performs other duties as required to support continuous improvement across the Defence Construction Group.
Qualifications
- 5-10 years of security experience supporting the Contract Security Program (CSP), including OLISS, Government of Canada security policies, and related security requirements; or a minimum of 10 years of service as a Regular Force commissioned officer in the Canadian Armed Forces.
- College diploma or post-secondary education is preferred. An equivalent combination of education and experience, with a proven ability to perform the responsibilities of the role, will also be considered.
- Valid Level II (Secret) security clearance with Public Services and Procurement Canada (PSPC) is preferred. The ability to obtain and maintain a Level II clearance immediately following hire is required.
- Working knowledge of Microsoft Office applications, including Excel, and a strong interest in adopting new technologies to support security and project delivery.
- Proven ability to collaborate with internal and external stakeholders across multiple concurrent projects, teams, and districts.
- Professional and customer-focused approach with strong problem-solving, organizational, verbal, written, and interpersonal communication skills.
- Willingness and ability to travel throughout Canada as required.
- Bilingualism in English and French is considered an asset.
- Construction industry experience is considered an asset.

The estimated salary range for this role is $121,900 - $160,020 based on your experience and qualifications. Final compensation will be confirmed as part of a personalized offer.
