Responsibilities
Purchases materials/assets and services as directed and in accordance with policies
and procedures, using cost-effective approaches for each transaction.
• Identifies and selects vendors to purchase requisitioned consumables, while meeting
criteria such as specification, price, quantity, quality, safety, and delivery date. Clear
understanding of “Best Value”.
• Develops general commodity knowledge (including general understanding of
equipment and small-tool repair costs and processes) by working with procurement
Subject Matter Experts (SMEs), using supplier resources, and varied acquisition
assignments.
• Applies relevant purchasing/supply agreements to daily purchases.
• Creates and issues appropriate purchase documents (e.g. major Purchase Orders
(PO), equipment rental / lease agreements / service agreement); administers these
agreements throughout their term.
• Proactively expedites and follows up on all aspects of the entire purchasing process
with suppliers to schedule deliveries and resolve material discrepancies, outstanding
or overdue deliveries, warranty claims, and return of material.
• Ensures that all purchases are conducted ethically and legally in accordance with
district/company policies.
• Gains market and marketplace knowledge and builds contacts for products and
services.
• Develops and maintains constructive, cooperative, and customer focused working
relationships with suppliers, internal and external customers, and projects.
• Coordinates with suppliers, relevant internal departments, and project customers.
• Identifies, evaluates, and escalates potential risks that could affect project
deliverables.
• Prepares Requests for Quotes (RFQs) and analyzes quotations. Interprets basic
information requests and recognizes sources of information required to respond.
• Resolves conflicts between purchaser and supplier for standard purchases.
• Does price discovery to support estimating (supervised and specific commodities/
services).
• Introduces new products, services, and processes to the district.
• Aware of impact of the procurement process on field construction activities and
schedule.
• Supports mobilization and job start activities.
• Provides feedback on supplier base to ensure that best value is achieved on purchase
of all goods and services.
• Communicates purchasing procedures to departments and projects.
Maintains preventive maintenance requirements and minor repairs for operating
equipment (e.g., tires, batteries).
• Actively searches the market place for innovative products, technologies, services,
and processes that could be introduced and bring best value to PCL. Champions
initiatives to reduce non-value add activities and streamline processes while
maintaining or improving effectiveness.
• Values and models the solution provider and profitability culture.
• Other duties as required.
Qualifications
High school diploma.
• Postsecondary diploma/degree in a related discipline an asset (e.g., business,
supply chain management, logistics, warehouse distribution).
• 1 year of experience in supply chain / procurement preferred.
• Basic construction knowledge; awareness of specifications, methods, and
procedures.
• Strong verbal skills (expression and comprehension) and written communication
skills.
• Awareness of commonly used construction materials, permanent/non-permanent
materials, services, tools, and equipment.
• Provides exceptional customer service.
• Adaptable and able to work effectively in a fast-paced and rapidly changing
business environment.
• Basic exposure to applicable laws and regulations related to procurement activities.
Collaborates with internal experts.
• Basic understanding of supply chain process, project life cycle, procurement best
practices, and risk.
• Has basic negotiating skills and awareness of when to use them.
• Good understanding and the application of critical thinking skills in the following

• Ability to develop and maintain effective stakeholder relationships.
• Good interpersonal skills with an ability to deal with people sensitively, tactfully, and

• Strong computer literacy; experience using Microsoft Office software.
