Here's how a Civil Manager for our Winnipeg office contributes to our team:


  • Prepares civil business planning (mid-year & year-end plans) in accordance with corporate and district civil strategic plan.
  • Leads Business Development efforts for Civil department including relationships with clients and consultants.
  • Identifies project pursuits, monitors pursuit planning, and makes pursuit go/no go decisions in collaboration with the district manager based on maximizing district civil profitability.
  • Oversees pursuit/preconstruction teams and contributes to estimate, proposal, and/or presentations.
  • Oversees and monitors project performance status reports for schedule, costs, equipment, manpower, materials, safety and environment, cost forecast, and quality control.
  • Manages or provides support for management of project team, and client representative, consultant, and trade contractor relationships.
  • Understands, communicates, and proactively oversees management of contracts.
  • Supervises, directs, coaches, trains, and mentors’ civil department team, including direct and indirect reports to this position, which may include a combination of students/interns, field engineers/coordinators, project engineers/coordinators, project superintendents, and/or project managers.
  • Responsible for career development and performance management of civil staff including performance potential rating recommendations, and recommendations for salary and bonus reviews.
  • Influences the selection and placing of staff to assigned projects.
  • Leads in recruiting new team members and ensuring that civil department is balanced with pursuit, project management, and field supervision staff.
  • Monitors and delegates tasks related to onboarding and training of employees on their sites.
  • Supports growth and development of civil estimators.
  • Assists operations manager and district manager in identifying, developing, and managing the succession of project management and field operations staff.


  • Postsecondary education or training in engineering, construction management, or related discipline. 
  • 15+ years of progressive construction experience with multiple contract delivery types as a leader and mentor preferred. 
  • 12- 24 months of estimating or related experience preferred. 
  • Expert knowledge and application of safety and environment principles/procedures/legislation. 
  • In-depth knowledge of construction industry and company operations, including building materials, construction specifications, methods and procedures, and safety and quality management practices for large, complex, and more diverse projects.
  • Experience with diverse project types, delivery and construction methods, and sequencing and timelines.
  • Expert knowledge of and ability to apply project construction laws and building codes and to leverage such knowledge.
  • Expert knowledge of collective agreements and jurisdiction assignment for multitrade sites.
  • Thorough understanding of insurance, bonding, and legal requirements.
  • Demonstrated experience leading effective project meetings with customer, consultants, and internal employees; experience presenting at client meetings or for project pursuit.
  • Ability to generate, review, and administer complex subcontracts and purchase orders, ensuring that all risks are mitigated and opportunities are identified.
